Annotation: This article is dedicated to the analysis of the origin of the outstanding work of Turkic literature - the poem “Kuttuu Bilim” (“Blessed Knowledge”), written by Yusuf Has Hacib in the 11th century. It is traditionally believed that the work was completed in Kashgar in 1069–1070, however, the text presents an alternative view, according to which the concept and a significant part of the work may have been developed earlier in the city of Balasagun, the poet's birthplace. Based on historical, cultural, and textological data, the article explores the possible involvement of Yusuf Has Hacib in the governance of the Karakhanid state and the influence of his statecraft on the content of the poem. The conclusion is drawn regarding the significant role of Balasagun as the spiritual and intellectual source of the work, reflecting the philosophy of power, ethics of governance, and the principles of moral structure in society.
