Annotation: This article analyzes the formation and institutional consolidation of the Central Asia–China (C5+China) format, focusing on the Xi’an 2023 and Astana 2025 summits. It conceptualizes the “Central Asia + 1” model as a contemporary form of regional diplomacy and examines the format’s normative foundations (sovereignty, non-interference, and the discourse of a “shared future/spirit”) alongside its geo-economic agenda (connectivity corridors, trade facilitation, energy cooperation, and green–digital initiatives). The article concludes that the mechanism is shifting from episodic summit diplomacy toward a more stable regional governance architecture, while future effectiveness will depend primarily on implementation capacity.
