Annotation: The article provides a comparative analysis of the legal norms and practices of foreign countries in the field of application of the institution of criminal justice to ensure the rights and legitimate interests of citizens and the implementation of departmental control over the heads of investigative units. Existing problems in this process are identified and suggestions and recommendations for their elimination are given.
