Annotation: This article focuses on the fact that fundamental changes in the field of establishing strong social justice in the process of building a civil society in our country are the main driving force behind large-scale reforms. These issues are analyzed on the basis of advanced ideas put forward in the writings of ancient Western and Eastern scholars, and conclusions are recommended on their effective use in the new historical conditions.
