Annotation: This article deals with the problems of including scientific and normative terms and concepts in pedagogical research. The author emphasizes objective and subjective difficulties in their development. It is proved that objective difficulties are associated with the renewal and change during the period of modernization of the categorical and conceptual apparatus of pedagogy and education, the emergence of many normative concepts that differ from basic scientific concepts.
