Annotation: In this article, the legal-conceptual basis of increasing digital literacy, the necessity of increasing digital literacy, the problems in this field are researched in the conditions of digitization covering all spheres of public administration and society today. Also, the experience of foreign countries on improving the digital literacy of the population and civil servants was studied, compared and analyzed, and proposals and recommendations were made for solving problems in this field.
