Annotation: The study analyzed the similarities and differences between the electoral legislation of foreign countries and national electoral legislation. It is known that, according to the experience of state building in many countries of the world, public authorities are formed in two ways - through elections and appointments. However, in all democratic states, the appointment to high positions of executive and judicial power is carried out by bodies elected by the people. Thus, elections have long provided the highest level of legitimacy for state power.
