ROBOT TEXNIKASINI TARTIBGA SOLISH MUAMMOLARI: HUQUQIY VA AXLOQIY MUAMMOLARNI HAL QILISH BO‘YICHA BA’ZI KO‘RSATMALAR

Annotation: Robots are gradually entering the professional and personal lives of people. Because of the challenges faced by existing legal frameworks and emerging legal and ethical issues, they require the attention of regulators. This article discusses four major regulatory dilemmas in the field of robotics: how to stay on top of technological advances; how to strike a balance between encouraging innovation and protecting fundamental rights and values; the assertion of general social norms or the shift of social norms in another direction; and how to balance efficiency and legality in technical regulation. Each of the four dilemmas is considered in the context of a particular style of regulation: law, market, social norms and technology as a means of regulation; and for each of these, we focus on specific topics such as accountability, confidentiality and autonomy, which often show up as serious issues requiring the attention of regulators. The article highlights the role and potential of the European system of rights and values, responsible research and innovation, smart regulation and soft law as a means of solving dilemmas.
