Annotation: In this article, the characteristics of the state policy regarding students and youth in the field of education, as well as the importance of educating the young generation in recent years in our country, creating all the necessary conditions for them to take an independent step in life, and ensuring their rights and interests issues are becoming one of the most priority directions of the state policy. The prospects for the implementation of the state policy on OTM were discussed.
