Annotation: At first, he did not make major changes in the field of administration because he considered maintaining his rule and strengthening it in the occupied territories of Central Asia as a first-class task. However, the higher state bodies controlled the lower bodies by bringing them under their control. This article analyzes the interpretation of the establishment of Turkestan General Governorship and administrative-territorial structure in German literature.
