Annotation: This article analyzes from a historical-scientific perspective the process of transition to universal compulsory secondary education that began in the early 1970s and its impact on the development of the public education system in Surkhandarya region. The study examines the 1972 resolution of the USSR Council of Ministers and the Central Committee of the CPSU "On the completion of the transition to universal secondary education for youth and the further development of the general education school" and the process of its implementation. The transition from 8-year to 10-year compulsory education in the region, the expansion of the school network, the improvement of the qualification level of pedagogical personnel, as well as the problems that arose due to the involvement of pupils in cotton harvesting are analyzed. In conclusion, the author evaluates the significance of the achievements and shortcomings of this period for the subsequent development of education in the region.
