Annotation: This article explores the views of Muhammad Riza Agahi (1809–1874) on issues of state and public administration in the Khivan Khanate of the 19th century. Special emphasis is placed on his political ideas as presented in the works Riyaz ad-dawla (The Garden of the State), Gulshani davlat (The Flower Garden of the State), and other historical chronicles. The article analyzes his concept of power, the administrative structure of the khanate, social reforms, and the characteristics of foreign policy. It examines Agahi’s contributions to diplomacy, his critique of despotism and unjust rule, and the practical application of his ideas in the governance of Khiva. The study is based on historical sources, Agahi’s literary heritage, and modern scholarly research, providing a deeper insight into the development of political thought in 19th-century Central Asia.
