Annotation: The article is devoted to the analysis of legal and ideological ideas set out in the work "Kutadgu Bilig" - one of the first monuments of Turkic Islamic literature. The author, Yusuf Has Hajib, formulates specific recommendations to the ruler, officials and the people, touching upon issues of justice, legality, responsibilities of power, ethics of governance and civil behavior. Key elements of legal thought are expressed through poetic form: the principle of the rule of law, the need for competence of power, equality before the law, humanism and social responsibility. The article examines specific situations and instructions compared with modern legal categories. Particular attention is paid to the idea of ​​moral and legal governance, which makes the work relevant not only as a literary, but also as a legal heritage of the Turkic civilization.
